Cyberterrorism and its Impact on Society 
 
The phenomenon of terrorism has recently become the concern of peoples and governments in many parts of the world because it has impacts on their stability and productivity. This phenomenon varies from one country to another in concept and meaning. There is no doubt that terrorism has many aspects, including cyber terrorism. 
 
The world has witnessed a revolution that has transcended the course of history with a new force without using any weapons, combat, or military forces. 
 
There is no complete agreement on the definition of the cyber terrorism in general, which is the illegal use of force and threaten to strike computers, networks and the information stored in them in order to intimidate and coerce governments and peoples in order to achieve political or social goals. It is considered owning the sold force, and the appearance of a new type of force that is the electronic or virtual force, that is threatening governments, people and property, or at least causing harm, fear and insecurity. The cyber terrorism is a criminal act that causes confusion and uncertainty, and it is the solid force for making wars.  
 
This power has become within the reach of everyone who possesses knowledge of technology and has the ability to use it to achieve his goals, whether governments or individuals. 
It is not only used peacefully, but terrorist groups use it to carry out their attacks, and individuals and actors from countries also use it to penetrate information networks, spy, and the other offensive purposes, and exploit the information to spread radiation and threaten the national security of hostile peoples and countries.  
 
The states use it in the form of soft power, which is represented in cultural, media, and diplomatic dimensions and influences, as one of the tools of the international influence that depends on persuasion and enticement. Joseph Nye put forward this concept for the first time in 1995, which is the ability of countries to get what they want based on attraction rather than coercion. It refers to changing the sources of power which became represented in technology, communications and information that re new sources for power, in addition to the increasing importance of the economic and diplomatic power of states in determining their power to influence the international system. These sources are less expensive. Soft power emerged after World War II as a tool for the foreign policy. 
 
Jin Lee defines the soft power as the ability to create preferences and mental images of the self through electronic sources and intellectual symbolism, which lead to behavioral changes in the actions of others and converting them into a force that depends on the desired goal that is based on attraction and persuasion. Whatever the sources that rely on, the sources may be tangible or not, they are employed and transferred into an actual power, whether its form is attraction or coercion, with enormous efficiency and effectiveness. 
The US National Infrastructure Protection Center stated: Electronic terrorism is a criminal act that is prepared through the use of computers and telecommunications, resulting in the destruction or disruption of services to spread fear with the aim of confusing and spreading the doubt among the population, with the aim of influencing the government or the population to serve a political or social agenda or ideological.  
 
One of the dangers of the cyber terrorism, is the ease of using weapons, which has become a monster that frightens the world as it threatened and exposed it to attacks by the cyber terrorism, given that modern technology is constantly evolving. These risks are increasing day by day, including the stoppage of the leadership and control systems, and communication between the units and the central commands, in addition to the penetration of the banking system, and causing damage to the work of banks. 
 
 One of the tools and mechanisms of the cyber terrorism is an indirect image, including hacking websites to change their content, stealing information, or disabling the site from working and controlling it completely. After the successful hacking of the website, the hackers put messages on the site announcing hacking it which acts as announcing the victory flag. 
 
It is also used in computer viruses, and it spreads quickly through the Internet, due to the huge number of files that are exchanged between the users of the World Wide Web. It is represented in the loss of stored files, and these damages may lead to the destruction of the operating system in the device and the loss of its content.  
 
Terrorists resort to the use of cyberspace in recruitment, planning, coordination and financing to achieve their goals. One of the most prominent groups that used this weapon is Al Qaeda Organization, and recently the most dangerous terrorist organization at all (the Islamic State Organization) in Iraq, Syria, Libya, Yemen, Egypt and Afghanistan (ISIS). 
 
The use of countries or cooperation with them is important to harm other countries and the use of countries for this type is the most dangerous use by the terrorist groups, due to the enormous capabilities of countries in paying huge sums of money to implement a plan for the hostile countries, which considers an organized crime in exchange for money.  
 
The terrorist group owns more than one website and offers its services in more than one language. It aims to introduce the organization, its history, its founders, its characters, its activities, its political and intellectual background, its political goals, its ideologies, and the latest news. These websites address different types of audiences, including the current and potential supporters. It spreads in the media and the press, for which the site is provided in different languages to facilitate the process of communicating with it, influencing the global public opinion, recruiting new members from around the world, spreading their message, reaching the largest possible number of young people, waging psychological warfare against enemies, and spreading terror and fear among governments and peoples. 
 
The International Coalition denounces the war on ISIS and wonders about their religion. The organization threatens America, Russia, the Jews, the rejectionists and apostates, the rulers of tyrant states as they are called, and portray themselves as a state and not a floundering militia organization. 
 
 It is necessary to work on developing and activating the theories and applications of crisis management within the public and private institutions of states by participating in international conferences and seminars related to the study of terrorism and its causes, effects and various repercussions, in order to reach the best ways to confront it and work to create a social and economic environment that enhances the ability of the national economy to confront the electronic terrorism and confront its destructive effects. In addition, international laws should be issued for criminalizing terrorism in general and the cyber terrorism in particular, and activating strong deterrent legal provisions, so that stability and peace prevail in all countries of the world.
